Federal scholarship tax-credit rules advance ahead of 2027

U.S. Department of the Treasury · Published 2026-10-01 · Checked 2026-10-11

Treasury and the IRS announced proposed scholarship tax-credit rules on October 1, with temporary procedures to prepare states and scholarship organizations for January 1, 2027. Eligible donors could receive a nonrefundable credit for qualifying cash contributions: up to $1,700 individually or $3,400 for joint filers. Scholarships may cover K–12 costs including tutoring, books and special-needs services in participating states. This is a donor incentive supporting scholarships, not an automatic federal payment to every family.

The announcement date and launch date are different. Treasury reported 30 participating states on October 1; treat that count as dated.

Families can check their state's participation and qualifying scholarship organizations before expecting help with specific costs.

New York expands tuition-free college access for adults with prior degrees

New York Governor's Office · Published 2026-10-05 · Checked 2026-10-11

New York announced on October 5 that adults ages 25–55 with an existing college degree in another field will become eligible for selected tuition-free SUNY and CUNY associate programs. The expansion starts in Spring 2027, which begins in January at most campuses, and covers high-demand fields. The announcement includes tuition, fees, books and supplies. Application windows depend on each campus, so adults should check their chosen program before assuming they can enroll immediately.

The Reconnect initiative began in 2025. This is a later expansion to prior-degree holders, not the first launch of the entire program.

Check eligible programs and the individual SUNY or CUNY campus's application dates.
